EXECUTIVE SUMMARY:

This action will authorize as-needed agreements for professional services to provide specialty security services that augment and expand current security services for military related cargo operations at the Tenth Avenue Marine Terminal.

The District's current agreement with Allied Universal Security Services (AUS) provides full-time security guards for the Tenth Avenue Marine Terminal (TAMT) and the Joint Harbor Operations Center (JHOC), as well as part-time security during cruise ship operations at both Broadway and B Street Cruise ship Terminals. AUS has limited capabilities beyond its current, contracted security commitments, which has resulted in sub-optimal security services provided during military operations at TAMT.

Improvement of the District's ability to meet the military's specialized requirements, with as-needed specialty security service providers who can field a cadre' of armed and unarmed security specialists with limited notice, and the inclusion of a requirement to provide boats and boat operators enhances the District's ability to support the mission as a strategic port and could potentially increase the suitability of the District for increased military support operations.

Overall security funds for the District have already been included in the FY 2019 Budget, therefore this action does not increase the FY 2019 Budget. Funds required for future fiscal years will be budgeted in the appropriate fiscal year, subject to Board approval upon ...
