EXECUTIVE SUMMARY:

Long range planning and environmental review consultant services are needed to provide professional planning assistance in support of the District's various long range planning efforts, including but not limited to: the Integrated Planning Port Master Plan Update; master planning efforts; urban design studies, planning guidance and support (e.g., landscaping and signage design); policy development; climate action plan technical support; greenhouse gas and air quality analysis technical support; multi-modal transportation and/or parking studies; ocean planning; aquaculture and/or blue technology programs and initiatives; and other general long range planning related studies. Long range planning also involves environmental review consulting services, including the preparation of environmental review documents and technical studies for projects that meet the mandates of the California Environmental Quality Act (CEQA), the District's Guidelines for Compliance with CEQA (per BPC Resolution #97-191), the National Environmental Policy Act (NEPA), the California Coastal Act (Coastal Act), the District's Coastal Development Permit regulations (per BPC Resolution #84-62), and any other relevant local plans, regulations, or procedures subject to tasks and work effort...
