EXECUTIVE SUMMARY:

 

Long range planning and environmental review consultant services are needed to provide professional planning assistance in support of the District's various long range planning efforts, including but not limited to: the Integrated Planning Port Master Plan Update; master planning efforts; urban design studies, planning guidance and support (e.g., landscaping and signage design); policy development; climate action plan technical support; greenhouse gas and air quality analysis technical support; multi-modal transportation and/or parking studies; ocean planning; aquaculture and/or blue technology programs and initiatives; and other general long range planning related studies. Long range planning also involves environmental review consulting services, including the preparation of environmental review documents and technical studies for projects that meet the mandates of the California Environmental Quality Act (CEQA), the District's Guidelines for Compliance with CEQA (per BPC Resolution #97-191), the National Environmental Policy Act (NEPA), the California Coastal Act (Coastal Act), the District’s Coastal Development Permit regulations (per BPC Resolution #84-62), and any other relevant local plans, regulations, or procedures subject to tasks and work efforts as directed by the District.

Pursuant to BPC Policy No. 110, District staff issued a Request for Qualifications (RFQ) 17-70MA seeking As-Needed Long Range Planning and Environmental Review Services on October 4, 2017. The District received 14 proposals which were deemed by staff to be responsive. A selection panel comprised of District staff from the Development Services, Energy, and Planning departments reviewed the 14 proposals. Based on the panel’s review of the written proposals, all 14 firms are qualified to perform the work described in the RFQ Scope of Services.

 

Due to the numerous work efforts anticipated and the variety of tasks that may be needed, retaining several as-needed consultants will establish a greater capacity to work on multiple projects concurrently and the ability to cover a range of planning specialties (e.g., CEQA analysis, traffic analysis, visual simulations). To maximize flexibility in retaining the appropriate consultants to assist with the District’s long range planning projects, staff recommends the Board authorize entering into as-needed agreements with all 14 firms.

Adopt a resolution authorizing agreements with: AECOM Technical Services, Inc.; Cardno, Inc.; Chen Ryan Associates, Inc.; Civitas, Inc.; Dudek; Environmental Science Associates; HDR Engineering, Inc.; ICF Jones & Stokes, Inc.; KTU&A; Michael Baker International, Inc.; NexusPlan, Inc.; RECON Environmental, Inc.; Rick Engineering Co.; and UDP International, LLC for a total aggregate amount not to exceed $4,000,000 for a period of three years and four months from March 1, 2018 to June 30, 2021.

FISCAL IMPACT:

 

Funds for the current year of expenditure are budgeted in the FY 17/18 Planning Department’s Professional Services expense account (#620100). Funds required for future fiscal years will be budgeted in the appropriate fiscal year and cost account, subject to Board approval, upon adoption of each fiscal year’s budget.

The Board’s authorization of As-Needed Long Range Planning and Environmental Review Services consultant agreements will streamline the solicitation process for retaining consultants to assist the District with its various long range planning efforts.

DISCUSSION:

 

Background

 

Long range planning and environmental review services are needed to provide professional planning assistance in support of the District's various long range planning efforts, including but not limited to: the Integrated Planning Port Master Plan Update; master planning efforts; urban design studies, planning guidance and support (e.g., landscaping and signage design); policy development; climate action plan technical support; greenhouse gas and air quality analysis technical support; multi-modal transportation and/or parking studies; ocean planning; aquaculture and/or blue technology programs and initiatives; and other general long range planning related studies. Long range planning also involves environmental review consulting services, including the preparation of environmental review documents and technical studies for projects that meet the mandates of CEQA as amended, the District's Guidelines for Compliance with CEQA (per BPC Resolution #97-191), NEPA, as amended, the Coastal Act, the District’s Coastal Development Permit regulations and any other relevant local plans, regulations, or procedures subject to tasks and work efforts as directed by the District.

Establishing as-needed long range planning and environmental review consultant services will streamline the solicitation process for retaining consultants, allowing staff to more efficiently and expeditiously retain consultants as a project arises, rather than go through a separate RFQ consultant procurement process each time a project is proposed that requires long range planning or environmental review consultant services. Due to the numerous work efforts anticipated and the variety of tasks that may be needed, retaining several as-needed consultants will establish a greater capacity to work on multiple projects concurrently and the ability to cover a range of planning specialties (e.g., CEQA analysis, traffic analysis, visual simulations). Furthermore, staff has found that retaining as-needed consultants ensures a prompt response and competitive pricing for the requested services. Based on past experience, staff anticipates this approach will save several months of time that would otherwise be spent administering case-by-case RFQs. Nonetheless, the District may still choose to conduct a separate consultant procurement process for certain projects or tasks, rather than use the proposed as-needed consultants, if desirable.

 

Request for Qualifications

 

Pursuant to BPC Policy No. 110, on October 4, 2017, District staff issued RFQ 17-70MA seeking As-Needed Long Range Planning and Environmental Review Services to provide professional planning assistance in support of the District’s various long range planning and environmental review consultant services in support of the District's various long range planning efforts, including but not limited to: the Integrated Planning Port Master Plan Update; master planning efforts; urban design studies, planning guidance and support (e.g., landscaping and signage design); policy development; climate action plan technical support; greenhouse gas and air quality analysis technical support; multi-modal transportation and/or parking studies; ocean planning; aquaculture and/or blue technology programs and initiatives; and other general long range planning related studies. The RFQ was electronically mailed directly to approximately 1,100 consulting firms known to offer the necessary services and that have expressed interest in working on projects on District tidelands. An Information Exchange Meeting was held on October 23, 2017.  Fourteen (14) proposals to the RFQ were received by the deadline of November 4, 2017, and were all deemed by staff to be responsive. The following is a summary of the 14 firms, in alphabetical order:

 

AECOM Technical Services, Inc. (AECOM) - AECOM was established in 1990 and is a global professional services firm providing integrated design, planning, engineering, environment, and program management services to a broad range of markets. AECOM has an office in San Diego. They work on waterfront projects regularly throughout southern California and the Pacific west coast. AECOM has planned and designed renowned waterfront public spaces around the world, master planned international-class special events, developed working waterfronts for industry and trade, and restored and monitored valuable shoreline habitats. The AECOM team brings experience in port master planning nationally and internationally, California coastal planning, and major jurisdiction comprehensive planning, and extensive knowledge of the District, its member cities, and local stakeholder groups. Representative projects of the AECOM team include: Port of Hueneme/Oxnard Harbor District 20/20 Strategic Plan, San Francisco Pier 70 Master Plan, Port of Tacoma 2010 Update Plan, Los Angeles Waterfront, District Green Leasing and Real Estate Benchmarking Study, Port of Long Beach Climate Resiliency Strategy, and the Resilient Imperial Beach 2018: Local Coastal Program and General Plan Update. 

 

AECOM proposes the following subconsultants: Harvey Meyerhoff Consulting Group, Inc. for Coastal permitting; and Chen Ryan Associates for transportation/mobility.

 

Cardno GS, Inc. (Cardno) - Cardno was established in 1945 and is a full service asset/risk management, port/infrastructure planning, engineering, architecture, and environmental consulting firm. Cardno has been involved in the development of numerous Environmental Impact Reports (EIRs), Mitigated Negative Declarations (MNDs), and other environmental studies that have been successfully completed in southern California and worldwide. Cardno’s office is located in Solana Beach. The Cardno team has a history of working with the District and other public port authorities leading and supporting long-range planning and master plan development and updates. Relevant project experience includes: Port of Portland Maine Strategic Direction Support, Kahului Commercial Harbor Master Plan, Port Redwood City Marine Terminal Plan, and Port Everglades Revised Master Plan, and the District’s Maritime Business Plan Update. 

 

Cardno proposes the following subconsultants: Cook + Schmid for stakeholder/agency outreach; Estrada Land Planning, Inc. for land use planning; Evari GIS Consulting for Geographic Information Systems (GIS) consulting; Starcrest Consulting for air quality and greenhouse gas emissions; and TRE Consulting, Inc. for environmental review.

 

Chen Ryan Associates, Inc. (Chen Ryan) - For over 20 years Chen Ryan staff have gained specialized expertise in areas such as transportation/land use planning, mobility/circulation element planning, traffic impact studies, multimodal planning and analysis, bicycle/pedestrian planning and design traffic calming, and traffic engineering design. Chen Ryan has worked with the District on several dynamic, controversial, and complicated long range planning studies and EIRs.  Chen Ryan’s staff is comprised of traffic engineers, planners, and GIS specialists. Their office is located in San Diego. District project experience includes: Port Master Plan Update, National City Marine Terminal Tank Farm Paving and Street Closures Project and Port Master Plan Amendment EIR, America’s Cup Harbor Parking Study, San Diego Bay and Imperial Beach Fireworks Display Events EIR, Tenth Avenue Marine Terminal Redevelopment Plan and Demolition and Initial Rail Component EIR, Bayshore Bikeway Segment 5 Alignment Study, and the Downtown San Diego Mobility Plan and program EIR.

 

Chen Ryan does not propose any subconsultants.

 

Civitas, Inc. (Civitas) - For the past 34 years, Civitas has worked with numerous public agencies, private organizations and a myriad of multi-agency organizations across the country to realize world-class planning and design. Civitas’ office is located in Denver, Colorado.  Civitas has a deep portfolio of waterfront and planning work involving complex and diverse client groups and governing agencies. Civitas has a team of landscape architects, architects, urban designers, and planners which have led large-scale, complex projects in some of the most contentious areas of the country, including extensive work in the greater San Diego region. Some of these projects include: Stapleton Parks and Open Space Master Plan, Balboa Park Central Mesa Projects, Central Platte Valley Project, Belmar Development, and Los Angeles River Revitalization Master Plan. District project experience includes: North Embarcadero Visionary Plan Phase 1, Broadway Pier Surface Enhancements and Lane Field Park.

 

Civitas does not propose any subconsultants.

 

Dudek - Formed over 20 years ago, Dudek is a California-focused environmental firm with planners, scientists, engineers, and technical staff who assist public and private sector clients with a broad range of project types, including but not limited to industrial, maritime, hotels, and master plans.  They have an office in Encinitas. Dudek’s work includes providing contract planning services; preparing general plans, general plan updates, housing elements, and municipal or county code amendments; and conducting community outreach and facilitating public participation. Dudek has participated in almost 30 projects for the District over the past 15 years, primarily preparing CEQA documents. Dudek has prepared numerous planning documents, including specific plans, general plan elements and updates, and Port Master Plan Amendments (PMPAs). Relevant project experience includes: as-needed environmental processing and review support services for the County of San Diego, Marine Life Protection Act Initiative, Imperial Beach Sea Level Rise Study, City of San Diego Climate Action Plan, and City of San Diego North Park Community Plan Update Urban Design Element. District project experience includes, but is not limited to, CEQA documents for the following projects: B Street Pier Mooring Dolphin, Palm and Carnation Avenues Street End Improvements, Chula Vista Bayfront Master Plan, B Street Pier Shore Power, North Embarcadero Visionary Plan Phase 1, Woodfin Suites Hotel, and America’s Cup Harbor PMPA.

 

Dudek proposes the following subconsultants: Kearns & West for strategic communications and public outreach; Revell Coastal, LLC for sustainability and sea level rise adaptation planning; and KTU&A for community planning, parking and mobility, and design guidelines.

 

Environmental Science Associates (ESA) - ESA prepares environmental documents and plans, and provides scientifically based environmental documentation that meets CEQA and NEPA requirement. ESA has an office located in San Diego, and is complemented by an in-house team of scientists, engineers, and specialists in air quality/climate change, biology, cultural resources (historic, archaeological, and paleontological), environmental hydrology, noise, transportation, and water. ESA has previously served as the prime contractor for as-needed environmental services contracts for public agencies including San Diego County Department of Public Works, Los Angeles Department of Water and Power, Los Angeles Department of Public Works, Orange County Public Works, and the California Department of Water Resources. This as-needed experience is complemented by their work for a number of west coast ports over the years, including Seattle, Portland, San Francisco, Oakland, Redwood City, Stockton, Los Angeles, Long Beach, and San Diego. Recent District project experience includes the Wetland Restoration of Salt Pond 20 Project, and the Native Oyster Restoration in San Diego Bay.

 

ESA proposes the following subconsultants: Blackhawk Environmental for biological resources and regulatory permitting; Great Ecology for biological resources and regulatory permitting; Kearns & West for community outreach and stakeholder facilitation; Linscott, Law, and Greenspan for traffic, engineering, and transportation planning; Merkel & Associates for marine biology; Ninyo & Moore for geotechnical engineering and environmental hazards; Red Tail Monitoring & Research, Inc. for Native American monitoring and archaeological support services; and VisionScape Imagery, Inc. for visual simulations and aesthetics.

 

HDR Engineering, Inc. (HDR) - As an international company, HDR has performed environmental and engineering services for ports located all over the world. HDR brings 45 years of global expertise with an office located in San Diego with more than 400 professionals who specialize in environmental, transportation, water, and construction management services.  Their environmental resources staff consists of professionals who specialize in various scientific and technical disciplines, including air quality, biology, cultural/historic resources, noise, geotechnical, hydrology/water quality, traffic, CEQA and NEPA. Relevant project experience includes: San Diego River Double Track, Carlsbad Quarry Creek Master Plan EIR, Los Angeles Link Union Station Environmental Impact Statement and EIR, West Vancouver Freight Access, and Carlsbad Desalination.

 

HDR proposes the following subconsultants: Blackhawk Environmental, Inc. for biological resources; Chen Ryan Associates, Inc., for transportation and traffic engineering; HMMH for noise and vibration; Lisa Wise Consulting for long range planning; Merkel & Associates for terrestrial and marine biological resources; Moffat & Nichol for sea level rise and coastal engineering; Paleo Solutions, Inc. for paleontological resources; PaleoWest Archaeology for cultural resources; Rick Engineering for hydrology and water quality; Southwest Strategies for public outreach and involvement; Winecki Consulting, Inc. for coastal land use planning; and ZMassociates Environmental Corporation for health risk assessments.

 

ICF Jones and Stokes, Inc. (ICF) - For more than 35 years ICF has provided environmental consulting services in San Diego County, including more than 25 years working directly with the District. ICF has long-standing as-needed CEQA/NEPA and Project Management contracts with the District, Port of Los Angeles (POLA), and Port of Long Beach (POLB). Additionally, ICF has completed hundreds of environmental projects with the District, POLA, POLB, and the ports of Stockton, Sacramento, Portland, Seattle, Vancouver, Bellingham, and Tacoma. ICF has an office located in San Diego, with a team of individuals specifically dedicated to working on District projects. Recent District project experience includes EIRs for the following projects: San Diego Bay and Imperial Beach Oceanfront Fireworks Display Events, Tenth Avenue Marine Terminal Redevelopment Plan and Demolition and Initial Rail Component, National City Marine Terminal Tank Farm Paving and Street Closures, Dole Fresh Fruit Refrigerated Rack Improvement, and San Diego Convention Center Phase III Expansion and Expansion Hotel.  In addition, ICF is currently working on the EIRs for the District’s Port Master Plan Update, the Fifth Avenue Landing Project, and the District-wide Air Inventory.

 

ICF proposes the following subconsultants: Amec Foster Wheeler for aquatic sciences; Chen Ryan Associates for transportation planning and traffic engineering; Geosyntec for stormwater and watershed management; Marine Taxonomic Services for marine biology; Ninyo & Moore for geology and soils, hazards and hazardous materials; San Diego Natural History Museum for paleontological resources; and Windward Environmental, LLC. for sediment assessment and remediation.

 

KTU&A - For more than 45 years KTU&A staff has been in landscape architecture with the incorporation of active transportation, community planning, federal planning, and natural resources management into their portfolio. KTU&A staff includes planners and landscape architects, with an understanding of the built environment and the planning processes that are valuable for the District’s long range planning efforts. KTU&A has an office located in San Diego. Relevant project experience includes: Downtown Specific Plan for National City, Specific Plan for Manhattan Beach, City of San Diego Greater North Park Urban Design Guidelines and Cluster Mobility Element for the Uptown Community Plan, and City of Santa Ana Downtown Complete Streets Plan.  District project experience includes: District-wide Park Inventory Study, Chula Vista Bayfront Parks, National City Marina District Master Plan, and Bayshore Bikeway Harbor Drive Segment.

 

KTU&A proposes the following subconsultant: RECON Environmental, Inc. for CEQA and NEPA environmental review.

 

Michael Baker International, Inc. (Michael Baker) - With over 45 years of consulting experience in San Diego County, Michael Baker has completed over 200 master planning documents and assisted public agencies and special districts, including port districts, in processing hundreds of public and private discretionary permit requests. Michael Baker’s team has extensive expertise with planning policy and ordinance development, urban design, economic development, project management, community engagement, GIS, parks and open space planning, mobility and transportation planning, and environmental processes. Michael Baker has an office located in San Diego. Relevant project experience includes: County of San Diego’s Active Transportation Plan, Carlsbad’s Americans with Disabilities Act (ADA) Improvement Plan, City of San Marcos South Lake Park and Parking Lot ADA Requirements, and the Dana Point Ocean Institute Dock Replacement EIR and Coastal Development Permit.

 

Michael Baker proposes the following subconsultants: Spurlock Landscape Architecture for landscape architecture; Merkel & Associates for marine biology and sea level rise analyses; Katz & Associates, Inc. for public engagement; and STC Traffic, Inc., for active transportation planning and parking analysis; Aptim Environmental & Infrastructure, Inc. for ocean planning, coastal engineering, marine biology, and climate action planning; and City Works for public engagement and community engagement.

 

NexusPlan, Inc. (Nexus Planning & Research) - Since 2012 Nexus Planning & Research has extensive project management experience for large advanced planning endeavors, as well as specialized expertise in the areas of Port Master Plan development and policy analysis for the District. Nexus Planning & Research staff also has extensive experience with long-range planning project development, climate change policy analyses, economic and socioeconomic impact assessments, CEQA/NEPA compliance, architecture and planning, and community involvement. Additionally, Nexus Planning & Research has an office located in San Diego. Relevant project experience includes:  San Diego Climate Action Plan, San Clemente Climate Action Plan, Otay Mesa Community Plan Update, South Otay Mesa Precise Plan, Lonestar Precise Plan, San Luis Ranch Specific Plan, Woodlands Specific Plan Amendment, Menlo Park El Camino Real Specific Plan Policy Impact Analysis, and County of San Diego Climate Action Plan. Nexus Planning & Research currently provides assistance to District staff on its Integrated Planning Port Master Plan Update effort, including managing the overall planning timeline, managing GIS data layers, conducting technical analyses, attending Board workshops and meetings, Board ad-hoc committee meetings, stakeholder meetings and gatherings, and District staff planning sessions.

(RECON) - RECON has served as an environmental consulting firm for 45 years providing environmental services to satisfy state and federal compliance with CEQA and NEPA as well as other local, state, and federal environmental regulations for a variety of long range and master planning projects.  RECON has an office located in San Diego. Relevant project experience includes: City of San Diego’s Uptown, North Park, and Golden Hill Community Plan Updates Program EIRs, Barrio Logan Community Plan Update EIR, and Mission Trails Regional Park Natural Resources Management Plan and Master Plan Update EIR. District project experience includes America’s Cup Harbor Pilot Parking Program, Waterfront Restaurant Redevelopment Project MND, and San Diego Symphony’s Bayside Performance Center EIR and PMPA.

Additionally, Rick has an office located in San Diego. Relevant project experience includes: County of San Diego General Plan Update, County of Imperial General Plan Update, and Murrieta Downtown Village Specific Plan.  District project experience includes Chula Vista H Street Extension engineering and Chula Vista Bayfront Master Plan Basis of Design.

 

Rick proposes the following subconsultants: Ascent Environmental, Inc. for quality control and greenhouse gases; Harris and Associates, Inc., for CEQA and NEPA environmental review; Cook + Schmid for public relations/public outreach; and Merkel Associates for aquatic biology.

 

UDP International, LLC. (UDP) - UDP is a strategic planning and urban design firm established in 1994. They offer planning and integrated design, design review, community engagement, sustainability, research, and impact assessment services to clients in the public and private sector. UDP has an office located in San Clemente. UDP specializes in waterfront developments, island reclamations, urban regeneration, heritage conservation, transit and pedestrian-oriented developments, mixed use and new town development. Relevant project experience includes: National City Marina District Balanced Land Use Plan, Central Harbourfront Promenade (Hong Kong), Clark Green City Design Optimization Conceptual Master Development Plan (Philippines), Tung Chung West Concept Master Plan (Hong Kong), Harbourfront Connectivity Study (Hong Kong), City of Santa Clarita Circulation Element Update, City of Calipatria General Plan Update and Zoning Ordinance, and various CEQA documents/technical studies for general and specific Plans such as: City of Ventura General Plan and Downtown Specific Plan, City of Avalon General Plan, City of Calabasas 2030 General Plan, City of Fillmore General Plan, North Fillmore Specific Plan, and East Colorado Boulevard Specific Plan.

 

UDP proposes the following subconsultants: Rincon Consultants, Inc. for environmental review, CEQA, NEPA, and GIS consulting; and VRPA Technologies, Inc. for transportation planning and traffic engineering.

 

Conclusion

All firms possess the technical expertise, experience, and capability to provide the breadth of services that may be requested in support of the District’s various long range planning efforts. While some firms/teams may only cover a specific discipline, such as master planning or urban design, other firms/teams can cover a wider range of disciplines, such as policy planning, multi-modal transportation and/or parking studies, and the preparation of environmental review documents and technical studies.  Therefore, to maximize flexibility in retaining the appropriate consultants to assist with the District’s broad range of long-range planning project needs, staff recommends the District enter into as-needed agreements with all 14 firms as follows:  AECOM, Cardno, Chen Ryan, Civitas, Dudek, ESA, HDR, ICF, KTU&A, Michael Baker, NexusPlan, RECON, Rick, and UDP for a total aggregate amount not to exceed $4,000,000 for a period of three years and four months (see Attachments A through N).

 

General Counsel’s Comments:

 

The Office of the General Counsel has reviewed this agenda sheet and attachments as presented to it and approves them as to form and legality.

 

Environmental Review:

 

The proposed Board action does not constitute a “project” under the definition set forth in CEQA Guidelines Section 15378 because it will not have a potential to result in a direct or indirect physical change in the environment and is, therefore, not subject to CEQA. No further action under CEQA is required.

 

In addition, the proposed Board action allows for the District to implement its obligations under Sections 81, 83, and 87 of the Port Act, which authorize: the use of funds for expenses of conducting the District; the use of funds for acquisition and maintenance of improvements, works, and facilities; and for commercial and industrial uses and purposes, and the construction, reconstruction, repair, and maintenance of commercial and industrial buildings, plants, and facilities.  This proposed Board action furthers these requirements.  The Port Act was enacted by the California Legislature and is consistent with the Public Trust Doctrine. Consequently, the proposed Board action is consistent with the Public Trust Doctrine.

 

Finally, the proposed Board action does not allow for “development,” as defined in Section 30106 of the California Coastal Act, or “new development,” pursuant to Section 1.a. of the District’s Coastal Development Permit Regulations. Therefore, issuance of a Coastal Development Permit or exclusion is not required.
