EXECUTIVE SUMMARY:

The San Diego Harbor Police Department (Harbor Police) identified the need for a new police/fire vessel given that the current fleet is beyond its serviceable life. In 2021, the Harbor Police was awarded a Port Security Grant (Grant) for $875,000 towards the purchase a new vessel, with the District being responsible for the rest of the cost. A Request for Proposal (RFP) was submitted resulting in a total of three vessel manufacturers submitting proposals. Following the interview process with the vessel manufacturers, MetalCraft Marine Inc. was selected based on the scoring criteria in the RFP. Staff recommends the Board select MetalCraft Marine Inc. and authorize a purchase agreement not to exceed $1,430,167.71 for the new vessel.

In November 2022, Harbor Police's FY 2023 NPE Budget was increased by $1,213,334 for a new police/fire vessel with 75% funding from the FY21 PSGP grant and 25% District match to be funded from operations. The RFP total amount exceeded the $1,213,334 that was added to the budget by $216,833.71, for a new total of $1,430,167.71. Funds needed for this fiscal year are budgeted, and funds needed for FY2024 are in the proposed FY2024 Preliminary Budget. Additional funds required for future fiscal years will be budgeted for in the appropriate fiscal years, subject to Board approval upon adoption of each fiscal year's budget...
