EXECUTIVE SUMMARY:

 

Since 1960, the American Public Works Association (APWA) has sponsored National Public Works Week (NPWW). NPWW is a celebration of the tens of thousands of men and women in North America whose work focuses on infrastructure, facilities and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well-being of the people. Across the nation, NPWW pays tribute to our public works professionals, engineers, managers, and employees; and recognizes the substantial contributions they make to protecting our national health, safety, and quality of life. This year NPWW will be celebrated May 21-27, 2023. The week seeks to increase public awareness of the contributions as well as to enlighten the public about the duties, practices, and goals of public works professionals.

 

RECOMMENDATION:

 

Recommendation

Adopt a Resolution proclaiming support of National Public Works Week, May 21-27, 2023.

DISCUSSION:

 

Since 1960, American Public Works Association (APWA) has sponsored National Public Works Week (NPWW). NPWW is a celebration of the tens of thousands of men and women in North America whose work focuses on infrastructure, facilities and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well-being of the people. Across the nation, NPWW challenges everyone to think about the importance of public works and public works programs in their respective communities.

 

The San Diego Unified Port District wishes to show its support for the APWA. The APWA has selected "Connecting the World Through Public Works" as its theme for 2023's NPWW, which will be celebrated May 21-27, 2023 (See Attachment A). According to the APWA:

 

The "Connecting the World Through Public Works" theme highlights the way public works professionals connect us physically, through infrastructure, and inspirationally, through service to their communities, whether as first responders, or daily workers carrying out their duties with pride.

 

Public works connectors help keep communities strong by providing an infrastructure of services in transportation, water, wastewater, and stormwater treatment, public buildings and spaces, parks and grounds, emergency management and first response, solid waste, and right-of-way management. They are what make our communities great places to live and work. Join us in celebrating the quiet work these professionals do that makes life better for all of us.

 

Staff recommends the Board adopt the resolution in support of National Public Works Week.

 

General Counsel’s Comments:

 

The Office of the General Counsel has reviewed this agenda and attachment(s), as presented to it, and approves the same as to form and legality.

 

Environmental Review:

 

The proposed Board action, including without limitation, a resolution proclaiming support of national public works week, May 21-27, 2023, does not constitute a project under the definition set forth in California Environmental Quality Act (CEQA) Guidelines Section 15378 because there is not a potential to result in a direct or indirect physical change in the environment. Therefore, the proposed Board action is not subject to CEQA and no further action under CEQA is required.

The proposed Board action complies with Sections 21 and 35 of the Port Act, which allow the Board to pass resolutions; and to do all acts necessary and convenient for the exercise of its powers. The Port Act was enacted by the California Legislature and is consistent with the Public Trust Doctrine. Consequently, the proposed Board action is consistent with the Public Trust Doctrine.

The proposed Board action does not allow for development, as defined in Section 30106 of the California Coastal Act, or new development, pursuant to Section 1.a. of the District’s Coastal Development Permit Regulations. Therefore, issuance of a Coastal Development Permit or an exclusion finding is not required.
