EXECUTIVE SUMMARY:

Operation Stonegarden (OPSG) provides Federal grant funds allocated through the State to each County for the purpose of strengthening their abilities to detect, respond to, and defend against acts of violence from terrorist and transnational organized crime. This process allows each County to identify local priorities and fund those projects which support establishing, developing, and maintaining these regional capabilities.

This project provides a continuous, full-resolution surveillance camera system to monitor the coastal waters west of the Imperial Beach Pier. This system combines wide area fields of view, high-resolution video and advanced motion detection to provide situational awareness for Homeland Security missions and other incidents that require persistent visual domain awareness of wide areas.

The purchase and installation of this system will further the Harbor Police Department's mission to detect, interdict and deter criminal activities within the District's jurisdiction including contraband/human trafficking and prevent possible terrorist incidents.

On September 27, 2021, the Port of San Diego issued a Request for Bids (RFB) 21-26MA, which allowed for bidding up to October 18, 2021.
