RESOLUTION AUTHORIZING AGREEMENT WITH MALLORY SAFETY AND SUPPLY LLC FOR MESH DATA EQUIPMENT AND SERVICES IN AN AMOUNT NOT TO EXCEED $333,940 WITH A FIVE-YEAR TOTAL COST OF OWNERSHIP OF $413,939. FISCAL YEAR 2021 EXPENDITURES ARE FULLY FUNDED BY AN URBAN AREA SECURITY INITIATIVE GRANT AND BUDGETED IN THE INFORMATION TECHNOLOGY CAPITAL TECHNOLOGY MANAGEMENT PROGRAM. FUNDS REQUIRED FOR FUTURE FISCAL YEARS WILL BUDGETED IN THE APPROPRIATE FISCAL YEAR, SUBJECT TO BOARD APPROVAL UPON THE ADOPTION OF EACH FISCAL YEAR’S BUDGET.

EXECUTIVE SUMMARY:
Mesh data radios provide high-speed wireless data networks that are configurable, securable and scalable. The District implemented a mesh data network in 2017. An expansion of the mesh data network and radio system is necessary to extend coverage to high-density special event areas along the Embarcadero, Chula Vista, and other waterfront areas, as well as to allow public safety departments of member cities mobile access to the network during multi-jurisdictional events.
This project will allow the region to benefit from this wireless, shareable, and scalable expansion of the mesh data network and radio system through improved transmission of live video, situational awareness solution access, and shared virtual networks and extend wireless access to the public safety fiber network.
Fiscal year 2021 costs of $333,938.67 are fully funded by a 2018 Urban Area Security Initiative grant in the amount of $365,390, award number 2018-0054 073-66000.
The District is leveraging the County of Fairfax, VA request for proposal number 2000002547 (Public Safety and Emergency Preparedness Equipment and Related Services) and resulting US Communities contract number 4400008495 cooperative agreement to satisfy competitive requirements of Board of Port Commissioner’s Police No. 110.

Adopt a Resolution authorizing an agreement with Mallory Safety and Supply, LLC. for Mesh Data Equipment and Services in an amount not to exceed $333,940, for a five-year total cost of ownership of $413,939.

FISCAL IMPACT:
Fiscal year 2021 expenditures are fully funded by an Urban Area Security Initiative Grant and budgeted in the Information Technology Capital Technology Management Program. Additional estimated costs beyond the agreement with Mallory Safety and Supply, LLC, contributing to an estimate five-year total cost of ownership, include $20,000 for annual system support and maintenance and will be budgeted in the appropriate fiscal year’s Technology Management Program expense budget, subject to Board approval upon the adoption of each fiscal year’s budget. FY2021 costs combined with four subsequent years of support and maintenance establish an estimated five-year total cost of ownership of $413,939.

DISCUSSION:
Mesh data radios provide high-speed wireless data networks that are configurable, securable and scalable. The District implemented a mesh data network in 2017. An expansion of the mesh data network and radio system is necessary to extend coverage to high-density special event areas along the Embarcadero, Chula Vista, and other waterfront areas as well as to allow public safety departments of member cities mobile access to the network during multi-jurisdictional events.
The benefits of this expansion result in high-speed data coverage and connectivity with more flexibility than point-to-point microwave solutions. More specifically, public safety coverage and connectivity in the field will not be impacted during peak special events as occurs with the current reliance on cellular data service. Situation awareness solutions, dispatch system access, and live video streaming will be available via the host agency network or through multiple virtual local area networks configured for use with the proposed equipment, thereby allowing primary and redundant network access to support optimal data communication resource sharing.
Expansion of the current system’s coverage and access will:
1. Expand high speed wireless connectivity in order to share critical data between public safety mobile command elements (San Diego Police Department, San Diego Fire Department, National City Police Department, Chula Vista Police Department, Coronado Police Department, San Diego Sheriff’s Office/Imperial Beach)
• Improve live video access by mobile command vehicles and operations centers and allow the ad hoc expansion of the overall solution’s footprint to adapt to the scope of an event or disaster. The resulting solution will also allow a “package” of command vehicles and video trailers to deploy to any location and leverage pre-established network connectivity. The proposed solution is scalable and adaptable throughout the region.
2. Extend the public safety fiber network with land-based sites that provide or improve coverage in high-density special event areas
• Mesh radio units will be mounted to existing tower and pole infrastructure and use power-over-ethernet (POE) and electricity from existing sources. No new infrastructure installation, trenching, or building modifications are required to complete this project. The solution is scalable and adaptable throughout the region.

General Counsel’s Comments:
The General Counsel’s Office has reviewed the agenda sheet and attachments, as presented to it, and approves them as to form and legality.
Environmental Review:
The proposed Board action, including without limitation, a resolution authorizing an agreement for mesh data radio system expansion and installation, is Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 Existing Facilities and 15303 New Construction or Conversion of Small Structures and Sections 3.a. and 3.c. of the District’s Guidelines for Compliance with CEQA because the project consists of installation and operation of new mesh data radio systems and associated equipment, would not result in a significant cumulative impact due to the continuation of the existing use, and would consist of installation of small new equipment and facilities. The District has determined none of the six exceptions to the use of a categorical exemption apply to this project (CEQA Guidelines Section 15300.2). No further action under CEQA is required.
The proposed Board action complies with Sections 21, 35, and 87 of the Port Act, which allow the Board to pass resolutions and to do all acts necessary and convenient for the exercise of its powers, and allows for the establishment, improvement, and conduct of small boat harbors, marinas, aquatic playgrounds, and similar recreational facilities, and for the construction, reconstruction, repair, maintenance, and operation of all works, buildings, facilities, utilities, structures, and appliances incidental, necessary, or convenient for the promotion and accommodation of any of those uses, including, but not limited to, snack bars, cafes, restaurants, motels, launching ramps, and hoists, storage sheds, boat repair facilities with cranes and marine ways, administration buildings, public restrooms, bait and tackle shops, chandleries, boat sales establishments, service stations and fuel docks, yacht club buildings, parking areas, roadways, pedestrian ways, and landscaped areas. The Port Act was enacted by the California Legislature and is consistent with the Public Trust Doctrine. Consequently, the proposed Board action is consistent with the Public Trust Doctrine.
The proposed Board action is considered “excluded development” pursuant to Sections 8.a. (Existing Facilities) and 8.c. (New Construction or Conversion of Small Structures) of the District’s Coastal Development Permit Regulations because the project would consist of it consists of installation and operation of new mesh data radio systems and associated equipment, would involve a negligible expansion of use beyond that previously existing, and would involve no change of existing use of the properties. No further action under the Coastal Act is required.
