EXECUTIVE SUMMARY:

On June 15, 2015, Mitsubishi Cement Corporation (Mitsubishi), as the project applicant and project proponent, entered into a Conditional Agreement with the San Diego Unified Port District (District) for the potential operation of a cement import terminal at Warehouse C, a structure within District's ownership located at Tenth Avenue Marine Terminal (TAMT) (See Attachment B, Exhibit 1 Regional Map). On September 30, 2016, Mitsubishi, as the applicant and project proponent, submitted an application for their proposed "Mitsubishi Cement Corporation at Warehouse C: Bulk Cement Warehouse and Loading Facility Project" (Proposed Project or Project).
