EXECUTIVE SUMMARY:

The District's Harbor Police Department currently utilizes SAFE (Secure All-around Flotation Equipped) boats to patrol San Diego Bay waters. SAFE boats Marine 6 (equipment number 7762), Marine 7 (equipment number 7763) and Marine 8 (equipment number 9066) are currently equipped with 300 horsepower outboard engines. These engines have experienced high usage and are nearing the end of their useful service lives. Replacement of these engines is crucial in order to maintain police response readiness while reducing fuel consumption by eight percent or greater.

Funds for repowering the three (3) SAFE boats and purchasing one spare outboard engine are being provided through the Department of Homeland Security Fiscal Year 2018 Port Security Grant Program (PSGP), with the District providing a cash contribution of $90,441.57. All items proposed are included in the FY 2020 Equipment Outlay and Other Capital Projects budget.

Pursuant to BPC Policy 110, Section II C, Request for Bid (RFB) No. RFB 19-34DB-1 was solicited on October 15, 2019 and closed on October 29, 2019. A total of 247 service providers were notified. The District received six (6) responsive bids. Adept Process Services, Inc. submitted the lowest responsive and responsible bid. Adept Process Services, Inc. is a National City based company that provides specialty marine and waterfront services for commercial and government customers nationwide.
