DISCUSSION:
The Directory of Classification Specifications (Directory) contains a list of all the job descriptions in the District. The Directory for FY 2020/2021 was adopted by the Board at its June 23, 2020 meeting, and amended at the September 10, 2020 meeting.
California State Assembly Bill No. 846, signed into law on September 30, 2020, and codified in Penal Code Sections 1031 and 1031.3, revised state standards and requirements for the hiring of police officers. Existing law requires peace officers in the state to meet specified minimum standards, including, among other requirements, that peace officers be evaluated by a physician or psychologist and found to be free from any physical, emotional, or mental condition that might adversely affect the exercise of the powers of a peace officer. The new legislation requires that evaluation to include bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation. The legislation also requires agencies to review and update peace officer job descriptions to deemphasize the paramilitary aspects of the job and place more emphasis on community-based policing, community interaction,...
