EXECUTIVE SUMMARY:
Board of Port Commissioners Policy No. 040 establishes a Commissioner Emeritus status for former Commissioners. Commissioners who have held office for a period of at least 42 consecutive months since the formation of the San Diego Unified Port District (District) are eligible for appointment to Commissioner Emeritus status. Marshall Merrifield was appointed as a Commissioner January, 2013 through January 2, 2021.
RECOMMENDATION:
Recommendation
Adopt a Resolution authorizing proclamation and appointing Marshall Merrifield as Commissioner Emeritus effective January 3, 2021.

DISCUSSION:
The Board of Port Commissioners recognizes the long and faithful service of certain citizens of this community who have given unselfishly of their time and energy in formulating the policies that have guided development of the District. Marshall Merrifield ably represented the City of San Diego as a Port Commissioner for the San Diego Unified Port District from January, 2013 through January 2, 2021, including service as Chairman in 2016.
He gave generously of his time and energy to further the vision and goals of the District. It is recommended that a Resolution authorizing a proclamation and appointing Marshall Merrifield as Commissioner Emeritus be adopted. A draft proclamation is included as Attachment A.
