EXECUTIVE SUMMARY:

The San Diego Unified Port District (District) Harbor Police Department (HPD) implemented CommandBridge, which is a software and video situational awareness solution that provides a real-time view of various sensor systems ranging from vessel locations to the District's secure video system. CommandBridge was created and configured by The Mariner Group, a subsidiary of Ares Security Corporation, which provides exclusive support and maintenance for the solution's software, functionality and data integration.

CommandBridge was implemented with support from a United States Port Security Grant, and the grant-funded project work was completed in Fiscal Year 2017. The solution is under maintenance and support extending from the original implementation agreement that is available through June 30, 2018. Thereafter, maintenance and support for the CommandBridge software and overall solution is needed to assure ongoing access, availability and performance as its role continues to expand at the Joint Harbor Operations Center, the HPD and the San Diego region. The cost for CommandBridge maintenance and support is $70,192 per year for the next three fiscal years, resulting in the recommended agreement total of $210,576. This three-year maintenance and support agreement is a component of a $646,665 five-year Total Cost of Ownership.
