EXECUTIVE SUMMARY:
Developer Doug Manchester is proposing a $1.3 billion mixed-use commercial development called the Manchester Pacific Gateway Project at San Diego's Navy Broadway Complex. Included in the project is a new Department of the Navy Headquarters building and new hotel, retail, and office space. The development site is predominantly adjacent to Port tidelands and bounded by Harbor Drive, Broadway, and Pacific Highway. However, the proposed site includes some District property, E Street and F Street, to which the Navy requires additional property rights from the District for the proposed development. The presentation is a status update on the project and there is no action required from the Board.

DISCUSSION:
The proposed $1.3 billion Manchester Pacific Gateway Project would add a major mixed-use commercial project on 12 acres across from San Diego's North Embarcadero. Included in the project are seven buildings ranging in height from 120 feet to 400 feet within a development site bounded by Harbor Drive, Broadway, and Pacific Highway. Specifically, the project includes:
* More than 1.6 million square feet of office space, including retail support space and a new headquarters building for the Department of the Navy.
