EXECUTIVE SUMMARY:

 

Based on recent analyses by staff and the Office of the Port Auditor, staff is recommending an amendment to the current Salary Ordinance and Directory of Classification Specifications to enable personnel changes in the District’s Information Technology Department. These analyses identified needed changes in the District’s information technology function, and meeting these needs requires that both the District’s technology and the organizational structure of the IT Department be modernized.

 

The amendment will create new classifications, amend existing classifications, and remove obsolete classifications to provide for needed personnel and organizational structure changes to the Information Technology Department. These changes made will be within the personnel funds budgeted in the existing FY2017/2018 budget.

DISCUSSION:

 

The District Salary Ordinance is used to establish salary and benefits for employees each year. The Salary Ordinance year runs from October 1 through September 30 and is used to administer the District’s compensation plan for its employees. The Directory of Classification Specifications (Directory) contains a list of all the job descriptions in the District. A new Directory is established each fiscal year. The current agenda item proposes amending existing Salary Ordinance 2903 and the existing Directory for FY2017/2018 to provide for personnel changes in the District’s Information Technology Department.

 

Two analyses of the District’s information technology (IT) function were recently completed, one by District staff and one by the Office of the Port Auditor. Staff’s analysis identified that the District’s technology must be sophisticated, must serve the needs of departments that perform a wide variety of functions, and is in need of protection by cutting edge security. After an initial assessment, staff concluded that first steps to positioning the IT function to meet these needs require that both the District’s technology and the organizational structure of the IT Department be modernized. The Office of the Port Auditor issued a report urging changes in technology, processes and security procedures that will require the personnel changes made possible by this amendment.

 

This proposed amendment creates eleven (11) new classifications and modifies two (2) existing classifications, and removes seven (7) classifications determined to be obsolete and no longer in use. The IT department plans to use these new classifications to fill three (3) existing vacancies. These changes are discussed in detail below. The total cost difference and number of positions are within the appropriations made in this year’s budget; therefore, under BPC Policy 90 no budget amendment is required and there will be no increase to total headcount.

 

Chief Information Security Officer is a needed upgrade to replace the current Technology Security Supervisor.  The difference is that the current position is for a technician who can operate as a lead technician while the need is for someone with a deep familiarity with the world of cybersecurity, who has connections in that world to sources of information and resources, and who can formulate a vision and strategy for the District’s protection.

 

Manager, IT Business Partner is required to manage a small group of IT Business Partners who will be the IT Department’s liaisons with other District departments. Their continual interaction with assigned departments is intended to meet each department’s needs more efficiently, with greater understanding of the department’s requirements and, possibly, with less cost than the current methods of keeping up with client requests. This is a business model that is common in the corporate world. This position will replace an Executive Assistant position that is not currently needed.

 

The Enterprise Operations Manager will be responsible for managing the functions of the IT Department. It allows the Chief Technology Officer the ability to lead and manage the department’s business plans, strategic plans, and budget and to effectively communicate the global and specific technology needs of IT’s client departments to the ELG and Senior Team. This position replaces the Information Systems Supervisor position.

 

In addition to the IT changes, one pending revision to an existing Real Estate classification is included in this amendment. This is an update to an existing classification to better reflect its current duties. The positions are already budgeted.

 

To incorporate these proposed changes, the following new classifications are being added to the Directory:

Attached is a redlined version of the Salary Ordinance and Directory reflecting the changes (Attachment A), along with the new and updated classification specifications (Attachment B).

 

General Counsel’s Comments:

 

The Office of the General Counsel has reviewed the agenda sheet proposed changes to the Salary Ordinance and Directory as presented to it and approves all at to form and legality.

 

Environmental Review:

 

The proposed Board action does not constitute a “project” under the definition set forth in California Environmental Quality Act (CEQA) Guidelines Section 15378 because it will not have a potential to result in a direct or indirect physical change in the environment and is, therefore, not subject to CEQA. No further action under CEQA is required.

In addition, the proposed Board action allows for the District to implement its obligation under the Port Act. The Port Act was enacted by the California Legislature and is consistent with the Public Trust Doctrine. Consequently, the proposed Board action is consistent with the Public Trust Doctrine.

Finally, the proposed Board action does not allow for “development,” as defined in Section 30106 of the California Coastal Act, or “new development,” pursuant to Section1.a. of the District’s Coastal Development Permit Regulations. Therefore, issuance of a Coastal Development Permit or exclusion is not required.
