EXECUTIVE SUMMARY:

 

This action will adopt the plans and specifications and authorize the award of a major maintenance construction contract to replace the existing roofs of the two buildings at 1411 West Palm Street, San Diego, CA 92101 (Attachment A-Location Map).

 

The plans and specifications define the contract work for the removal of the existing roofs and installation of a new lighter and energy efficient adhered single-ply Polyvinyl Chloride (PVC) Membrane Roofing system with insulation.

 

The contract documents were advertised on January 24, 2019.  On February 13, 2019, eight (8) bids were received.  The responsive bids are listed in Attachment B. The lowest bid submitted by Good-Men Roofing & Construction, Inc. in the amount of $353,573.44 is considered responsive and responsible.  Staff recommends that the Board award the Contract to this bidder.

Recommendation

Adopt a resolution approving plans and specifications and awarding Contract No. 2018-17 to Good-Men Roofing & Construction, Inc. in the amount of $353,573.44 (Bid Schedules A and B) for the construction of the major maintenance project, Roof Replacement of the Buildings at 1411 West Palm Street, San Diego, CA 92101.

FISCAL IMPACT:

 

Approval of this agenda item will authorize the construction contract expenditure of $353,573.44. The project is listed as Roof Replacement at Material Support and Management Center on the budget book and is included in the approved FY2018-19 Major Maintenance Budget.

Award of this construction contract will implement the Major Maintenance Program, approved by the Board to be in alignment with the District’s vision, mission and Strategic Goals:

 

                     A financially sustainable Port that drives job creation and regional economic vitality.

 

DISCUSSION:

 

The goal of this project is to replace the existing built up roofs of the two buildings: Main Building and Secondary Building (Attachment A-Location Map). The buildings are currently occupied by a Port tenant (Caliber Bodyworks, Inc.) with a monthly rent of approximately $22,000.

 

Existing roofs of the two buildings have been identified in the Asset Management Program as exceeding their useful life and leaks have been reported over the years. The new roof will be an adhered single-ply PVC Membrane Roofing system with insulation. The new roofing system is lighter in weight and energy efficient.  The new PVC Membrane Roofing system includes a manufacturer’s 20-year no dollar limit (NDL) Roofing system guarantee.

The work involves removal and disposal of 29,000 square feet area  (Main Building: 24,000 square feet; Secondary Building: 5,000 square feet) of the existing roofs of the two buildings including roof accessories (drains, gutters, downspouts, flashing, etc.) associated with the existing roofing system; removal and disposal of nineteen (19) skylights; repair of  portions of wood deck supporting the roof; installation of 29,000 square feet of PVC Membrane Roofing system with insulation; installation of nineteen (19) new skylights; removal and replacement of gutters, downspouts  and other incidental items of work.  The construction work will be coordinated with the Real Estate asset manager to minimize disruption to the tenant’s activities. 

Bid Process:

The contract documents were prepared using an additive bid. This was done to allow the base bid (Bid Schedule A-Main Building) to fall within the construction budget ($550,000). The work of Bid Schedule B-Secondary Building (Additive Bid) was included to allow the District to award this bid if the results of Bid Schedule A were low enough.

 

Construction bid documents, including plans and specifications for Contract No. 2018-17 (Drawing No. HI-2018-04; Project No. MC-0064-01) were advertised on January 24, 2019.  Eight (8) bids were received on the bid opening date, February 13. The bid results for Bid Schedule A were low enough to also allow the District to award the additive bid (Bid Schedule B). These bids are shown on the table below. A detailed tabulation is provided in Attachment B.

 

 

 

 

 

The lowest responsive and responsible bid was received from Good-Men Roofing & Construction, Inc. in the total bid amount of $353,573.44. The engineers’ construction cost estimate was $550,000.

 

Upon Board authorization, construction is expected to commence in April 2019 and will be completed by June 2019.

 

Staff recommends that the Board approves the plans and specifications and awards Contract No. 2018-17 to Good-Men Roofing & Construction, Inc. in the amount of $353,573.44 (Bid Schedules A and B) for construction of the major maintenance project, Roof Replacement Project of the Buildings at 1411 West Palm Street, San Diego, CA 92101.

 

General Counsel’s Comments:

The Office of the General Counsel has reviewed the issues set forth in this agenda and found no legal concerns as presented and has reviewed and approved the District’s standard Public Works construction contract.

 

Environmental Review:

 

The proposed Board direction or action, including without limitation, a resolution approving plans and awarding a contract for roof replacement is Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and Section 3.a. (1) of the District’s Guidelines for Compliance with CEQA because the project in question would involve no expansion of use beyond that previously existing. The District has determined none of the six exceptions to the use of a categorical exemption apply to this project (CEQA Guidelines Section 15300.2). No further action under CEQA is required.

 

The proposed Board direction or action complies with Sections 21, 35, 81, and 87 of the Port Act, which allow for the Board to pass ordinances and resolutions, to do all acts necessary and convenient for the exercise of its powers, to use District funds for expenses of conducting the District, and for the use of tidelands for all commercial and industrial uses and purposes, and the construction, reconstruction, repair, and maintenance or commercial and industrial buildings, plants, and facilities. The Port Act was enacted by the California Legislature and is consistent with the Public Trust Doctrine. Consequently, the proposed Board direction or action is consistent with the Public Trust Doctrine.

 

The proposed Board direction or action would approve a project on an area that has not been incorporated into the Port Master Plan and is therefore not within the District’s coastal development permitting jurisdiction. The project site is within the coastal development permitting jurisdiction of the California Coastal Commission (CCC) and approval of the project must be obtained from that agency. As such, on February 14, 2019 CCC staff issued an Exemption with a determination that the proposed project does not constitute ‘development’ as defined in Section 30106 in the Coastal Act.
