DISCUSSION:
The San Diego Unified Port District (“District”) has begun the process to complete a full classification and compensation study for its unclassified positions. The last time a full classification and compensation study was conducted was more than 20 years ago. The District currently has approximately 538 employees and 248 classifications that will be included in the study. A Request for Proposal (“RFP”) to select a consultant was issued on August 4, 2022, and closed on September 7, 2022.
Classified/Represented positions such as Maintenance Worker, Wharfinger and Harbor Police Officer, will not be included in the study.
The classification portion of the study will review the District’s current classifications and duties being performed by employees, and make recommendations to revise job descriptions, propose new classifications, as well as address obsolete classifications. The study will also review internal relationships among benchmark classes and related classifications.
The compensation study will include recommendations regarding the District’s salary structure to maintain a competitive presence and recommendations for ongoing maintenance of the salary structure. The consultant will conduct a survey comparison of current salary ranges of identified benchmark classifications to comparable agencies and industries and will review internal equity among District classifications. Additionally, the study will provide recommendations on appropriate salary ranges for existing positions based on the compensation survey results.
The results of the RFP will be presented to the Board at the October meeting.
General Counsel’s Comments:
The Office of the General Counsel has reviewed this agenda as presented to it and approves the same as to form and legality.
Environmental Review:
The proposed Board action, including without limitation, a presentation to the Board on upcoming classification and compensation study, does not constitute a project under the definition set forth in California Environmental Quality Act (CEQA) Guidelines Section 15378 because there is not a potential to result in a direct or indirect physical change in the environment. Therefore, the proposed Board action is not subject to CEQA and no further action under CEQA is required.
The proposed Board action complies with Sections 21 and 35 of the Port Act, which allows the Board to pass resolutions; and to do all acts necessary and convenient for the exercise of its powers. The Port Act was enacted by the California Legislature and is consistent with the Public Trust Doctrine. Consequently, the proposed Board action is consistent with the Public Trust Doctrine.
The proposed Board action does not allow for development, as defined in Section 30106 of the California Coastal Act, or new development, pursuant to Section 1.a. of the District’s Coastal Development Permit Regulations. Therefore, issuance of a Coastal Development Permit or an exclusion finding is not required.
