DISCUSSION:
The Directory of Classification Specifications (Directory) contains a list of all the job descriptions in the District. The Directory for FY 2020/2021 was adopted by the Board at its June 23, 2020 meeting, and amended at the September 10, 2020 meeting.
California State Assembly Bill No. 846, signed into law on September 30, 2020, and codified in Penal Code Sections 1031 and 1031.3, revised state standards and requirements for the hiring of police officers. Existing law requires peace officers in the state to meet specified minimum standards, including, among other requirements, that peace officers be evaluated by a physician or psychologist and found to be free from any physical, emotional, or mental condition that might adversely affect the exercise of the powers of a peace officer. The new legislation requires that evaluation to include bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation. The legislation also requires agencies to review and update peace officer job descriptions to deemphasize the paramilitary aspects of the job and place more emphasis on community-based policing, community interaction, and collaborative problem solving. The proposed changes to the Harbor Police Officer classification specification (job description), which were discussed and agreed to with the Harbor Police Officers’ Association (HPOA), complies with the new requirements. the new law.
This agenda item also retitles the Lead Marine Mechanic class to Lead Vessel Equipment Mechanic based on administrative changes negotiated with Teamsters Local 911. Duties and pay remain unchanged.
The following existing classifications are amended in job description and job title; neither involves a change to assigned salary ranges:

The updated Directory is included as Attachment A. Copies of the revised Classification Specifications reflecting the proposed changes are included as Attachment B.
Board action is required to modify existing classifications. Staff recommends the Board adopt a resolution amending the San Diego Unified Port District Directory of Classification Specifications for Fiscal Year 2020/2021.
General Counsel’s Comments:
The Office of the General Counsel has reviewed the agenda sheet and attachments as provided to it and approves same for form and legality.
Environmental Review:
The proposed Board action, including without limitation, a resolution amending the District directory of classification specifications for Fiscal Year 2020/2021, does not constitute a “project” under the definition set forth in California Environmental Quality Act (CEQA) Guidelines Section 15378 because it would not have the potential to result in a direct or indirect physical change in the environment and is, therefore, not subject to CEQA. No further action under CEQA is required.
The proposed Board action complies with Section 35 of the Port Act, which allows the Board to do all acts necessary and convenient for the exercise of its powers. The Port Act was enacted by the California Legislature and is consistent with the Public Trust Doctrine. Consequently, the proposed Board action is consistent with the Public Trust Doctrine.
The proposed Board action does not allow for “development,” as defined in Section 30106 of the California Coastal Act, or “new development,” pursuant to Section 1.a. of the District’s Coastal Development Permit Regulations. Therefore, issuance of a Coastal Development Permit or exclusion is not required.
