EXECUTIVE SUMMARY:
Developer Doug Manchester is proposing a $1.3 billion mixed-use commercial development called the Manchester Pacific Gateway Project at San Diego’s Navy Broadway Complex. Included in the project is a new Department of the Navy Headquarters building and new hotel, retail, and office space. The development site is predominantly adjacent to Port tidelands and bounded by Harbor Drive, Broadway, and Pacific Highway. However, the proposed site includes some District property, E Street and F Street, to which the Navy requires additional property rights from the District for the proposed development. The presentation is a status update on the project and there is no action required from the Board.

DISCUSSION:
The proposed $1.3 billion Manchester Pacific Gateway Project would add a major mixed-use commercial project on 12 acres across from San Diego’s North Embarcadero. Included in the project are seven buildings ranging in height from 120 feet to 400 feet within a development site bounded by Harbor Drive, Broadway, and Pacific Highway. Specifically, the project includes:
• More than 1.6 million square feet of office space, including retail support space and a new headquarters building for the Department of the Navy.
• Up to 1.2 million square feet of hotel space that includes 1,390 hotel rooms and support retail space.
• As much as 55,000 square feet of museum space.
• About 25,000 square feet of additional retail space.
• The creation of about 2,900 parking spaces.
• A 1.9-acre park.
• The extension of E, F, and G streets through the development site between Harbor Drive and Pacific Highway.
• Completion of public improvements consistent with the North Embarcadero Visionary Plan.
The project is currently undergoing public review at Civic San Diego for consistency with a 1992 agreement between the City of San Diego and the United States government. The agreement provides for the redevelopment of the site and for the review of future development proposals. The project is also the subject of an appeal pending before the Ninth Circuit Court of Appeals.
Most of the project is adjacent to, but not within, the District’s property. The District has been coordinating with Manchester and the Navy regarding the design and implementation of both the North Embarcadero Visionary Plan and the adjacent Manchester development site. Additionally, the proposed site includes some District property, E Street and F Street, to which the Navy requires additional property rights for the proposed development.
General Counsel’s Comments:
The extent of the Navy’s and Manchester’s right to develop E Street and F Street as proposed have been the subject of previous condemnation lawsuits filed by the Navy, and a current condemnation lawsuit filed by the Navy. The analysis of these issues is protected by the attorney-client privilege and discussed in confidential communications to the Board.
Environmental Review:
This presentation to the Board does not constitute a “project” under the definition set forth in California Environmental Quality Act (CEQA) Guidelines Section 15378 because it will not have a potential to result in a direct or indirect physical change in the environment and is, therefore, not subject to CEQA. No further action under CEQA is required.
This presentation to the Board does not allow for “development,” as defined in Section 30106 of the California Coastal Act, or “new development,” pursuant to Section 1.a. of the District’s Coastal Development Permit Regulations. Therefore, issuance of a Coastal Development Permit or exclusion is not required.
